Job Description:

This Power Marketing Rates Specialist position is established for the purpose of leading, developing, and implementing power, transmission, and ancillary service rate designs, establishing rates, and power repayment studies (PRS); reviewing contracts, internal controls procedures, power marketing plans and resource studies, transmission, ancillary service, and other operational studies, and participating in the development/implementation of relevant Open Access Transmission Tariffs (OATT) and Federal Regulatory Energy Commission (FERC) orders. The Rates Specialist exercises lead program responsibility, actively participates, and coordinates with customers, Western senior management and staff, as well as senior level staff of other Federal Agencies, Tribes and various industry groups, and other non-Western entities in the performance of the major duties of the position.

Job Requirements:

  • Extensive experience collecting large sets of numerical data from integrated business software tools (enterprise information systems) that store financial and operating data for financial analysis, financial modeling, and rate development.
  • Experience in developing and presenting effective repayment and financial models both in oral and written formats to individuals and groups within and outside Western by using spreadsheets, slide presentation programs, and word processing software.
  • Experience with economics, accounting, financial and budgetary concepts, and project management principles and practices. Experience must include serving as an expert on all technical aspects of rate development, rate design, and statistical reporting to conduct financial and economic analyses.
  • Experience collecting sets of numerical data from integrated business software tools, such as enterprise information systems (MAXIMO, BIDDS, FIMS, etc.) that store financial and operating data. Experience must include at least 2 of the following: compiling, processing, analyzing, validating, or reporting on sets of data.
  • Experience using spreadsheets, slide presentation programs, and word processing software to prepare reports and financial analysis.
  • Experience explaining basic concepts and principles clearly in a manner that others can understand, handling routine issues effectively with peers, supervisors and external customer organizations. Experience must include writing technical documents, researching, and customer service.
