Job Description:
The U.S. Geological Survey (USGS) serves as a national catalyst for the organization and distribution of biological, hydrological, geological, and geographical information and addresses the specific needs of the Department of the Interior and its land and resources managers. The USGS is the Nation’s Largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners. The National Geospatial Technical Operations Center (NGTOC) is the primary operational component within the National Geospatial Program (NGP), the largest program within the U.S. Geological Survey in terms of appropriated funding, with an annual appropriated budget of approximately $70 million. The NGTOC provides world-class geospatial technical expertise and customer service for the USGS and the Nation through fulfilling its responsibilities within the NGP. It is responsible for the acquisition, assessment, and integration of geospatial data in support of The National Map, oversight of Geospatial Data Products and Services Contracts, quality assurance and quality control of products and data produced via contract or by other entities outside of the NGTOC, providing government furnished materials to support contract production, development of national standards and data models to support The National Map, and providing technical assistance to USGS Geospatial Liaisons and state, Local and private sector partners. The GIS Support Specialist position is within the NGTOC Innovations Office, Applied Research & Technology Branch, Cartographic Applied Research Section. The Cartographic Applied Research Section is responsible for applied research in support of NGP mission goals and has primary responsibility for requirements gathering and analysis for new products and services, integration of new capabilities and technologies into NGTOC operations, and process improvement research. GIS Support Specialists are heavily involved in several program areas of the NGP. The primary program areas are Dynamic Mapping and the US Topo map product. The Dynamic Mapping product and production system is in the midst of a sweeping expansion project which will ultimately enable external users to produce their own customized map product, on-demand, through a Web interface. GIS Support Specialists are involved in researching and implementing new content and new capabilities, developing and refining production workflows, and troubleshooting problems and issues raised by Operations personnel. In addition to US Topo, GIS Support Specialists also provide applied research support to the Historic Topographic Map Collection, the Cartographic Review Board, Change Detection, Standards Database projects, and the Small-Scale mapping components of the NGP. The GIS Support Specialist report directly to the Cartographic Applied Research Section Chief. These operations are carried out at both NGTOC locations (Lakewood, CO and Rolla, MO)
Job Responsibilities:
- Provides support for GIS projects designed to develop new cartographic systems and methods. Directs data manipulations, data integration, and spatial, and spatial and data processing in support of The National Map themes, the US Topo, and/or and other program activity the NGTOC supports for the National Geospatial Program Office
- Support research and analyses of geospatial products; data standards; geospatial feature content; and software and database systems to produce cost estimates, comprehensive reports that include authoritative findings and recommendations, new/revised standards, and other documents.
- Supports investigative projects to develop new methods and techniques for geospatial data activities that provide capabilities to access, acquire, produce, archive, manage, and disseminate geospatial data and metadata and metadata; including Cloud delivery techniques and improvements in support of NGTOC projects.
- Support applies research for Dynamic Mapping to include designing and implementing map ready data; and implementing map ready data; and researching, implementing, and improving workflows.
- Communicates Complex technical requirements to non-technical personnel; complies and prepares technical documentation; and prepares and presents briefings to senior management to senior management officials on complex issues.
