Job Description:
The Title Manager is responsible for overseeing the administration of the Massachusetts General Laws, Chapter 90D – Motor Vehicle Certificate of Title, Chapter 90 – Motor Vehicles and Aircraft statutes, and 540 Code of Massachusetts Regulations (CMR) for motor vehicles.
This includes:
- Establishing and updating title policy and procedures based on MA Chapter 90 and CMRs.
- Meeting established customer service delivery goal of title issuance within 10 days of request.
- Procedures to promote public safety related to vehicles.
- Provide clear and concise direction to staff and the motoring public.
The Title Manager oversees the daily operation of the five business units within the Title Division with over 30 staff members, the administration of services provided to customers through a variety of service channels and supports the goals and objectives for the Title Division that align with the MassDOT RMV Division strategic plan.
Job Responsibilities:
- Establish and execute vision to build a program for Electronic Vehicle Titles following national standards
- Manage and improve business processes of the day-to-day operations of the Title Division including oversight of the five Title Division business areas.
- The Manager of Vehicle Title Services will review current processes and implement updated business processes and customer focused service delivery.
- Works ensure that policies and procedures are being followed and that each unit is meeting established business metrics and meeting customer expectations.
- For the Title Division this includes overseeing that the Certificate of Title Law is administered correctly in the issuance and processing of motor vehicle and trailer titles, providing data and statistics regarding each of the service channels, setting and maintaining performance measures, and creating and updating title related business forms, documents and website content.
- Monitor the various title work queues in the RMV’s business operational tool ATLAS to ensure timely completion of work items.
- Directs the supervision of all administrative procedures related to personnel functions, including ongoing evaluation of employees through EPRS and ACES. Interview prospective employees, apply collective bargaining agreements, conduct employee evaluations, rate performance, formulate development plans, implement progressive discipline, including termination, as needed.
- Collaborate with other agency and MassDOT departments on projects and process improvements. Maintain vendor and business partner relationships. Communicate regularly with the EOTSS print shop to obtain title mailing statuses. Research and communicate information concerning title law with the public, other internal departments, and other permitted entities including but not limited to law enforcement and other jurisdictions. Establish a relationship with AAMVA and stay up to date on trends, other jurisdiction decisions and policy changes.
- Assist customers and MassDOT shared service areas with inquiries, data requests, press requests; Complete transactions as needed
Job Requirements:
- A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
- An Associate’s degree in a related field may be substituted for one (1) year of the required experience.
- A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
- A Graduate degree in a related field may be substituted for three (3) years of the required experience.
- A Doctorate degree in a related field may be substituted for the required experience.
