Job Description:

This role is the INSPD Agency Liaison to Office of the Chief Equity, Inclusion, & Opportunity Officer (CEIOO) and the INSPD Affirmative Action Program (AAP) Director. This role is responsible for working in conjunction with the Office of the CEIOO on inclusive workplace learning programs and measuring their effectiveness. Additionally, this position is responsible for directing and executing the Affirmative Action Program for the state of Indiana.

This position reports to the INSPD Chief of Staff with a dotted line to the Chief Equity Inclusion and Opportunity Officer.

Job Responsibilities:

  • With guidance from the Office of the CEIOO, this role will help create and conduct diversity, equity, and inclusion (DEI) training for SOI agencies;
  • Supports, as needed, the Office of the CEIOO in the design, implementation, and promotion of effective DEI strategies consistent with the SOI’s goals and priorities;
  • Partners with Office of CEIOO to support the development and delivery of learning & development programs and initiatives to educate SOI leaders and employees on how to best recognize and appropriately accommodate and appreciate individual differences in the workforce as a component of great government service to the public;
  • Assists with the development of policies and programs in partnership with INSPD and CEIOO leaders to attract, retain, and promote a diverse & inclusive workplace for the SOI;
  • Partner with the Office of the CEIOO to develop and implement programs and tools that enable SOI employees to more effectively communicate, interact and work with diverse populations both internally and externally;
  • Works in conjunction with Office of the CEIOO to measure and report on the effectiveness of DEI initiatives
  • Serves as the DEI subject matter expert for INSPD by establishing and maintaining a network of relevant professionals both internally and externally to stay current on DEI matters locally and nationally (e.g., professional associations with educational groups, advocacy groups, etc.);
  • Integrates and promotes internal DEI best practices within INSPD;
  • Partners with the Office of the CEIOO and the INSPD Communications and Learning & Development teams to manage the publication of all DEI communication and materials, including, but not limited to internet, intranet, SuccessFactors Learning, and DEI related employee communications;
  • Function as the INSPD subject matter expert for all internally developed DEI training content.

Job Requirements:

  • The ideal candidate will have a bachelor’s degree in human resource management, organizational development, or a related field (or have commensurate work experience), and at least 2-3 years of work experience in diversity, equity, and inclusion.
  • Thorough knowledge of the principles, laws, regulations, theories, and practices with regard to Affirmative Action program, relevant state and federal employment regulations;
  • Thorough knowledge of Affirmative Action (AA) policies, standards and requirements set by federal and state officials for compliance by state agencies
  • Strong analytical skills including the ability to work with large amounts of data
  • Extensive knowledge of cultural diversity, diversity & inclusion strategies, organizational development, change management techniques, and learning & development
  • Strong presentation and coaching skills
  • Strong organizational skills, meticulous, and effective at public speaking and moderating large groups
  • Strong interpersonal skills, ability to build relationships, establish credibility, and influence leaders at all levels
  • Familiarity with social media channels and strategies
  • Extensive understanding of the functions of the state and the ability to incorporate and administer ADA & DEI programs adhering to mission and goals of the Office of the CEIOO
  • Ability to create and facilitate training for audiences with varied levels of readiness for/understanding of content
  • Ability to make sound, well-informed and objective decisions
  • Ability to understand the impact and implications of decisions on the workforce
