Job Description:
The Illinois Department of Central Management Services is seeking a highly organized, energized, motivated, and results-driven candidate to serve as our East Central Facilities Manager. This position is responsible for all aspects of facility management which includes maintenance and repair of buildings, preventative maintenance programs, grounds keeping services, janitorial services, security services and systems, electrical carpentry, plumbing, HVAC repair and maintenance, and the property control function. The East Central Facilities Manager position will serve on call, travel as needed, and provide support for other facilities within the assigned region.
Job Responsibilities:
- Serves as the East Central Facilities Manager for assigned facilities in the Central and Southern Region
- Implements all facilities standardized operational policies, procedures, techniques developed by senior management of the Bureau of Property Management to accomplish the efficiency ad cost saving goals of Executive Order 2003-10
- Conducts ongoing analysis and research methods of improving facility operational efficiency and cost savings and programs for the facilities management process to proactively identify and resolve deficiencies
- Serves as the liaison to Agencies, Boards, Commissions and Universities in the use of assigned facilities and centers
- Serves as full line supervisor
- Reviews, evaluates, and approves invoices and confers with Bureau of Property Management (BoPM) Fiscal Services to process payments for the procurement of facility services and supplies
- Provides guidance and assistance to the Region Facility Manager in the development of the annual facility management budget for assigned facilities
- Provides guidance and assistance to Bureau leasing personnel in the review and evaluation of leases
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Job Requirements:
- Requires knowledge skill, and mental development equivalent to the completion of four (4) years of college
- Prefers more than three (3) years of facility management experience.
- Prefers five (5) years’ experience enforcing health, safety, and environmental regulations such as OSHA
- Prefers five (5) years’ experience supervising technical staff.
- Prefers three (3) years’ experience supervising technical staff under a collective bargaining agreement.
- Prefers three (3) years’ experience with contract management.
- Prefers three (3) years’ experience developing, installing, and evaluating new and revised methods, procedures, and performance standards
- Prefers five (5) years’ experience reading and understanding blueprints.
- Requires three (3) years of facilities management experience
- Requires three (3) years of supervisory experience
