Job Description: This position is located in the Bureau of Economic and Business Affairs, International Communications and Information Policy, Office of Multilateral Affairs (EB/CIP/MA). EB/CIP participates in negotiations with foreign governments representing U.S. foreign policy objectives on economic and telecommunications/ICT issues. The Foreign Affairs Officer serves as an expert in these policy issues and works to promote the adoption of objectives in international organizations and multilateral forums. Job Responsibilities: Provides general oversight and policy direction to the substantive activities of U.S. participation in the work of the Radiocommunication Sector of the International Telecommunication Union (ITU-R). Analyzes trends in the area of radio/telecommunications, information communications technologies (ICTs), and spectrum-based technologies internationally and advises Department principals on the implications of these trends on policies and interests. Coordinates interagency preparation processes, including the National Committee Review, for participation in policy fora and international conferences. Advises working groups on key international communications and radio/telecommunication policy. Leads U.S. Delegation to bilateral and multilateral meetings of ITU and regional groups. Establishes policies for international communications and information activities. Monitors international telecommunications and information technology markets. Job Requirements: Incumbent will be subject to random drug testing. U.S. Citizenship is required. One year probationary period, unless excepted by regulation. Must be able to obtain and maintain a Top Secret security clearance. Verification of employment eligibility in the United States is required.
