Job Description:
Acts as the Construction Manager on-site making sure that major Capital or O&M projects within the department is in accordance with Pipeline Integrity and the Company Gas Standards. Projects include Transmission, Storage, or Distribution pipeline installations, relocations, or hydrotesting; Internal Pipeline Inspections (ILI), mainline valve installation/automation; pressure control and measurement facilities construction. Monitors the external inspectors to ensure that work is completed in accordance with the contract documents.
Job Responsibilities:
- Oversees the Internal Inline Inspection (III) process and ensures the inspection is done safely and in compliance with gas standards
- Investigate and evaluate available engineering firms, contractors, consultants, capabilities and recommend such firms for the project and the department.
- Prepare or supervise the preparation of design and/or construction estimates for conceptual analyses, budgeting or cash flow requirements. Develop and maintain budget and schedule controls. Responsible for continually appraising upper management of project status.
- Documents and reports on job progress, labor, equipment and material used on a daily basis.
- Solves problems in a timely and decisive manner to ensure quality, safety and compliance on the worksite and to ensure project success. Makes recommendation for immediate action that is provided to the Project Manager and/or Team Lead.
- On behalf of the Company, coordinates and provides for all interfaces between the Company and the contractor as related to submittals, schedules, permitting, city inspectors, material requirements, change work, environmental issues, local jurisdiction issues, accident investigations, invoices, as built drawings, etc.
- Construction Manager is the on-site and single point of accountability for Pipeline Integrity projects which includes the following:
- Monitors inspectors work methods to ensure construction procedures, materials utilized and adherence to schedules. Evaluates contractors’ performance.
- Develop and obtain approval of design parameters which establish performance, safety and reliability requirements for proposed projects. Analyze proposed designs for practicability and compatibility with overall project and existing systems, policies and procedures.
Job Requirements:
- Must be able to effectively communicate the company’s position on adversarial or controversial issues to regulatory agencies or the public. Must speak convincingly regarding all matters of the project and be able to present oneself as a credible spokesperson, especially when dealing with regulatory agencies and the public.
- Candidate must have a fundamental understanding of pipeline engineering and design, procurement, contracting, construction, field operations, and be able to communicate technical issues clearly and concisely to a non-technical audience.
- Must possess strong leadership skills and demonstrate good management practices in order to direct, monitor and/or assist team members, both company employees and outside contractors.
- Knowledge of company gas standards.
- Conceptual and innovative thinking skills are essential to solve complex problems, propose creative solutions, and ensure all feasible options are considered. Must have strong analytical thinking skills to evaluate complex proposals and bids for the basis of making objective decisions. Will be required to link new concepts and technologies.
- Internal Inline Inspection experience desirable.
- Requires a minimum of a high school diploma. A bachelor’s degree or equivalent is preferred.
- A minimum of eight years of gas pipeline construction experience is required, including high pressure gas lines and construction methodology.
- Requires a valid CA driver’s license, as travel and overnight stays may be required.
- Candidate must have a solid understanding of project management principles including scope development, developing and using a work breakdown structure, estimate development, cost control, schedule development and earned value progress measurement, change management, project financials, and risk management.
