Job Description:
Provides high Provides GIS/CAD technology vision, strategy, planning and leadership for the design, development, implementation, and support of GIS/CAD technology solutions, including analytic solutions and GIS/CAD integration with other operational systems. Manages and directs a large team of over 50 internal and external technical, professional and management staff. Ensures and has direct accountability for the successful implementation of multiple and diverse GIS/CAD technology solutions. Manages teams responsible for technology solution strategy and planning, business architecture, requirements definition, application development, testing/quality assurance, deployment and operations and maintenance support of application systems. Responsible for aligning the strategy, services, investment decisions, and delivery structures and processes with the business units and enterprise direction and objectives. Builds and maintains relationships with business unit partners for business requirements, issue resolutions and sustained overall customer satisfaction. Participates in enterprise technology planning, bringing a current knowledge and future vision of technology/industry. Selects, develops and evaluates staff to ensure efficient operation.
Job Responsibilities:
- Manages, directs and leads major strategic and critical cross-functional department initiatives. Assignments and projects will have critical/urgent operating implications that often involve millions of dollars. Manages 15M+ budget. Responsible for developing and defining team objectives, goals, detailed project plans, project implementations, and resolve significant policy and strategy issues.
- Provides GIS/CAD technology vision, strategy, planning and leadership for the design, development, implementation and support of GIS/CAD technology solutions, including analytic solutions and GIS/CAD integration with other operational systems required to achieve goals and objectives. Manages the development, alignment and execution of GIS/CAD technology roadmaps. Provides expert knowledge of GIS/CAD industry trends and technologies and applies this knowledge in order to identify specific opportunities where GIS/CAD technology can enhance value to the business and/or address specific business need(s). Partners with GIS/CAD technology vendors to influence product development direction in order to address business needs.
- Manage, direct, plan and organize teams to implement significant GIS/CAD technology initiatives. These projects could include technology projects, regulatory initiatives, process reengineering, organizational reviews and other business change initiatives. Ensures and has direct accountability for the successful implementation of multiple GIS/CAD technology solutions on time, in scope and within budget. Manages the assessment of risks and the execution of plans to mitigate the risks for these GIS/CAD technology solutions.
- Ensure compliance with information protection, internal auditing, regulatory/compliance and safety requirements associated with system data, application functionality, and field hardware. Work with regulatory and legislative business partners to obtain sponsors and external alliances to support or comply with key legislation and regulatory decisions. Manage team workflow through governance team process.
- Build internal understanding of the wide cross-functional scope of project and develop project plan for implementation of deployment strategy. Assign resources, schedule and budget appropriately to various support organizations and functions. Work jointly with cross-functional, department and division partners to achieve desired outcome.
Job Requirements:
- Bachelor’s Degree in Business, Engineering, Finance, Information Technology or related field is required. Advanced degree preferred.
- Minimum of 5 years of experience with increasing responsibility in the areas of business/project management, customer service, finance, or information technology field.
- Minimum of 5 years of experience managing groups with multiple levels of responsibility and increasing financial accountability.
- High level of drive, motivation and initiative to meet deliverables and objectives.
- Excellent conceptual thinking, problem solving and analytical skills.
- Outstanding planning and organizing skills.
- Formal training in project management is highly desirable.
- Exceptional interpersonal relationship building skills needed to interact with officers, subordinates, peers outside of Enterprises Systems Support, field personnel and vendor representatives.
- Ability to build relationships with key external strategic technology partners.
- Ability to influence others across a diverse spectrum from operations to technology experts.
- Ability to develop and build cross-functional teams.
- Outstanding ability to grasp highly complex technical concepts in information technology, customer information systems, regulatory and legal concepts and decisions, financial analysis, quantitative methods.
