Job Description:

As a Program Manager at the GS-0340-14, you will be part of Human Capital Data Mgmt and Modernization, Office of Personnel Management. If selected, you will be responsible for serving as the senior Human Resources business advisor and planner for the electronic Official Personnel Folder (eOPF) program activities, including work performed by workgroups and contracted work

Job Responsibilities:

  • Develops plans and strategies for eOPF business activities, as well as designing, developing, and implementing eOPF products and services that replace the paper-based method of HR information exchange with an electronic official employee record.
  • Responsible for contracting, budget development and administrative activities for the eOPF program.
  • Provides direction, coordination, and integration of work activities and resources across teams, including Federal employees and contractors.
  • Identifies, assesses, and mitigates risks and obstacles that impede progress and mission accomplishment and defines the quality standards for the program and for the program’s components.
  • Develops continuous improvements in process design, new work methods and procedures, and transformational change management strategies to resolve barriers to the successful implementation of eOPF across the agency.

Job Requirements:

  • Must be a U.S. Citizen or National
  • Males born after 12-31-59 must be registered for Selective Service
  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • Complete the initial online assessment and USAHire Assessment, if required
  • For the GS-14: You must have one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the private or public sector) performing ALL of the following: (1) Developing the plans and strategies for business activities; (2) Developing a culture of continuous improvement; (3) Creating, managing, and executing project management plans; (4) Coordinating and monitoring projects and assignments to ensure they are consistent with the organization’s goals and objectives; and (5) Working with large scale human resources information management systems. This must be clearly described in your resume.

You will receive credit for all qualifying experience, including volunteer experience.
