Job Description:
As a Program Specialist, you will provide comprehensive administrative, technical, and project management support for a wide range of administrative programs for all organizations under the Office of Management’s (OM) Deputy Comptroller for Administrative Operations (DCAO). You will plan, coordinate, and execute wide-ranging projects and management initiatives, and develop, and implement activities across Administrative Operations (AO).
Job Responsibilities:
- Oversee AO budget formulation and linkage to the AO operating plan. Monitor AO budget execution and the review and validation of annual objectives and internal controls.
- Provide project management support to a variety of policy and program staff actions that may significantly impact DCAO programs, projects, and operations that require continuous oversight and reporting.
- Assist AO directors in developing goals and objectives in support of the OCC strategic plan, the Office of Management strategic plan, and the AO strategic plan.
- Facilitate with the AO directors’ executive level requirements analyses, conduct assessments of future needs for the program elements, and develop, maintain, and monitor AO organizational element program plans in direct support of the AO operating plan.
- Plan and execute a wide range of analytical reviews in support of DCAO programs and operations. Monitor and analyze project status, timetables, and achievement of objectives and report findings with recommendations to the DCAO.
- Assist the DCAO in formulating appropriate policies and procedures and evaluating their effectiveness to ensure key DCAO program goals and objectives are met. Serve as DCAO’s professional lead for change management initiatives and related communication activities. Serve as DCAO’s professional lead for communication development and implementation in support of AO programs and activities.
Job Requirements:
- This position is excluded from the bargaining unit.
- Obtain and use a Government-issued charge card for business-related travel.

- Complete a one-year probationary period (unless already completed).
- File a financial disclosure review and resolve any ethics issues.
- Complete a background investigation (unless already completed).
- As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 8, 2021 or before appointment or onboarding with the agency.
- File an OCC Financial Disclosure Form.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Travel occasionally to attend conferences and/or training.
