Job Responsibilities: : The National Security Agency is looking for highly motivated experienced individuals to serve as the Contract Manager/Primary Contracting Officer Representative (P-COR) and perform contract management on strategically important, high-value contracts. This position will afford the selected individual an opportunity to closely partner with Mission, Contracting, Finance, and Industry to strengthen and improve technical performance and contract outcomes, achieve cost efficiencies, and strengthen contracts management to maximize NSA's return on investment through disciplined business management principles. NOTE: While the work role for this position is Contracting Specialist, the candidate will not need to perform contracting duties such as preparing RFPs, negotiating with vendors, or awarding contracts and will not be receiving a Contracting Officer warrant. As a Contract Manager at the NSA, responsibilities include but are not limited to: Work with Mission to ensure clear and unambiguous contract tasks are established; validate those tasks are within the contract scope and have established outcomes. - Coordinating with Mission and Finance to ensure overall financial health of contracts. - Coordinating with Contracting to ensure contract modifications are approved in a timely manner to support mission and finance objectives - Meeting with Contractor and Mission frequently to discuss / monitor cost, schedule, and performance of the contract. - Identifying opportunities for acquisition execution process improvement - Conducting Contract Reviews and satisfy reporting requirements - Seeking innovation and contract efficiencies such as optimizing contract rate structures and aligning work under the contract to minimize overhead - Leading Source Selection for Competitive Acquisition - Training in federal acquisition to become certified in Contracting under the Defense Acquisition Workforce Improvement Act (DAWIA) within 24 months.
