Job Description:

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Climate Program Office (CPO), with one vacancy in Asheville, NC.

Job Responsibilities:

  • Provide support in writing and maintaining program documentation and source codes. Ensure rigorous application of security and information assurance policies, principles, and practices for software services. Solve technical problems in the data management space and in the science research domain. Apply advanced knowledge experience of SQL, databases, and multiple languages and frameworks. Write, debug, and maintain code for determining and designing applications architecture and user interfaces. Designs and develops complex applications utilizing tools and processes, provides input to info/data flow, as well as understand and implement Development Life Cycle Methodology in all planning and development steps.
  • Implement software and scope of work document and review cycle process. Identify and provide corrective actions for troubled IT projects early. Guide and advise web portals section leads in articulating clear and concise functional requirements used by software developers to automate business needs. Provide IT and project management support. Evaluate the effectiveness of installed systems and services. Serve as a point of contract for hardware, software and incident resolution.
  • Provide IT security support. Ensure accordance with IT security policies to safeguard sensitive information and apply security controls to program applications. Assess the effectiveness of program security and ensure system contingency plans/disaster recovery procedures. Ensure compliance with IT security policies and regulations. Provide guidance on policies, plans, and procedures for management and team members as well as acquisition, and use of IT resources. Formulate and apply innovative approaches to complex integration/interoperability problems.
  • Contribute to strategic planning activities for IT processes. Research emerging technologies, methodologies, and processes to optimize service delivery. Utilize expert knowledge to increase IT performance and efficiency for project and portfolio management practices. Interact with customers to identify requirements and provide a realistic delivery schedule and deliver software in a regular cadence. Ensure adherence to IT Change Management Process in coordination with IT Security officer and IT Management. Track appropriate system, application and network changes once requests are approved by IT Management.
