Job Description: This position is located in the Engineering Business Branch (EBB), Goddard Space Flight Center (GSFC), National Aeronautics and Space Administration (NASA). As a Resource Analyst, you will provide administrative and management support of all Engineering and Technology Directorate resources in support of the Directorate's institutional and programmatic objectives. Job Responsibilities: Administers budget and financial management for a variety of projects in the GSFC service pool. Ensures accuracy and completeness of cost transactions, reconciles service pool contracts, and does cost roll-ups for service pool contracts. Evaluates contractor cost proposals and supports the contracting officer during contract negotiations, including the development of in-house estimates. Monitors fund balances and status of projects, recommending reprogramming of funds as needed; reviews financial reports and resolves discrepancies with the appropriate offices. Prepares reports or other working documents, such as analytical Performance Evaluation Board (PEB)/Contractor Performance Assessment Reporting System (CPARS) evaluations, related to complex program issues. Provides guidance about general cost accounting procedures; uses complex cost accounting functions including analyses and reconciliations, financial reporting assignments, accounting control, obligations and cost transactions. Monitors, tracks, and reports on program obligations and costs, assuring that funding data is entered into agency financial system correctly and conducts annual year-end closing activities and reconciliation with accounting records. Serves as a financial expert on budgeting and financial management issues and activities, including historical costs. Works with the Contracting Officer Representative (COR) to review variances, comparing actual to projected costs, maintain internal price lists and analyses. Job Requirements: You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: evaluating, and analyzing financial systems for effectiveness and efficiency of an organization's financial and budget resource planning; developing recommendations for the improvement of financial and/or budgetary business support activities; coordinating internal controls processes and financial audit activities.
