Job Description: The incumbent serves as an expert consultant on the design, construction, maintenance, testing and use of highway-rail grade crossing systems or signal & train control systems (S&TC). The incumbent will also have responsibility for ensuring the safety and quality of existing installations, in addition to the advancement of new and novel systems in accordance with the Code of Federal Regulations. Job Responsibilities: Provide expert advice to all segments of the agency, other agencies, industry signal engineering, officials, manufacturers of signal equipment, and labor organizations on the requirements of Federal rules and regulations. Provides backup or assistance in a similar fashion which is related to railroad S&TC systems, including new and novel technology. Participate in the development of standards primarily associated with highway-rail grade crossing active warning systems, automatic block signal systems; interlockings; traffic control systems; automatic train stop; train control and cab signal systems; positive train control systems; other signal arrangements; and other similar systems, methods or devices. Provide expert technical advice and guidance to FRA staff as well as Railroad industry customers in the area of activation failures, false proceed signal failures and other signal and train control matters. Reviews investigations and develops resolutions of unique problems concerning installation, maintenance, inspection, testing, and repair requirements. Provide expert technical advice and input for responses to correspondence from members of Congress, railroads, labor organizations, regional personnel, other agencies, and the public pertaining primarily to highway rail grade crossing active warning systems, signal and train control and PTC matters.
