Job Description: This position is virtual, its 100% telework. The salary reflected in this announcement is that of the 2021 GS-13 Base pay. Further salary information can be found on www.opm.gov Job Responsibilities: Prepares and updates information on the OTI Education Center program, such as Federal Register Notices and application instructions for posting on the OSHA website. Coordinates 1) meetings and conferences; provides expertise related to OSHA training programs at national conferences and trade shows, 2) program administration for the national OTI Education Center Program, 3) with other Agency personnel and external organizations in the development of new training programs and courses, and 4) with OSHA regional staff to conduct on-site visits for OTI Education Center program administration. Develops criteria for participation in the OTI Education Center program. Performs investigative activities related to OSHA training programs, including audits of course records and documentation, instructor qualifications, and course curriculum; and develops corrective action plans if necessary. Reviews proposals for other training programs including the Outreach Training Program, discretionary training grants, and online training programs. Develops input and maintains updates for Directorate and Agency level operations plan. Collects, aggregates, and studies quantitative and qualitative data to generate performance reports identifying areas programs in need of improvement, further study, or both. Develops and delivers written and oral reports, briefings, and presentations to internal and external audiences on matters related to OSHA training programs. Interprets OTE policy regarding OSHA programs in response to OSHA Regional Office staff requests, Congressional inquiries, OTI Education Center staff, and other interested parties. Identifies categories of eligible individuals and groups, establishes evaluation criteria, and develops application review procedures. Receives and plans work objectives and priorities, determines work processes, and sets measures to achieve objectives. Conducts program coordination, planning, and evaluation functions for OTE, including identifying, developing, and assessing resources necessary to accomplish the OTE mission. Develops procedures, criteria (measures of effectiveness and measures of performance) for assessing mission-oriented programs and management processes for OTE. Analyzes, recommends, and implements software programs as needed to support OSHA training programs, evaluation methods, and testing functions.
