Job Responsibilities:
Coordinate and execute all procurement activities for the library resources, equipment, goods and services. Work in partnership with the library administrative officer in ensuring continuous solvency. Partner with the e-resource librarian on the procurement of resources and assist with collection analysis activities. Work with library staff to prepare statements of work, make bankcard purchases, evaluate government contracts and license agreements and conduct market research. Serve as the library’s COR on library contracts and act as the library’s liaison with NIST (AMD) Acquisitions Management Division, with emphasis on establishing frequent and positive working relationships. Contribute to the establishment of an acquisitions workflow which reflects a high level of effectiveness and process improvement. Contribute to collection development activities and solvency exercises by providing data and reports and offering analysis of variables which affect long-range program performance.

Qualification & Experience:
To qualify, applicants must have one year of specialized experience at least the GS-11 level (or ZA-II at NIST). Specialized experience is defined as experience with (FAR) Federal Acquisitions Regulations; knowledge of (IAG) Interagency agreements; knowledge of processing C-requests and bankcard purchases, knowledge of creating line-item budgets and implementing fiscal solvency procedures; knowledge of the e-resource lifecycle; knowledge of collection development activities and processes; understanding of publishing trends, practices and open access policies.
