Job Description:
The District of Columbia Department of Energy and Environment (DOEE) seeks an Attorney Advisor to work in the Office of the General Counsel. The office provides legal advice and support for DOEE-administered programs that make Washington, D.C. one of the greenest cities in the world. DOEE administers programs to address climate change, resiliency, and sustainability, and implements and enforces laws to protect public health and the District’s air, water, soil, and wildlife. DOEE also develops and implements cutting edge energy and sustainability initiatives, including building energy benchmarking and performance standards, deployment of solar and other green energy alternatives, green workforce development, and energy assistance for low-income households. Job Responsibilities:
- The Attorney Advisor provides legal advice on a wide range of complex legal issues and litigation services to support DOEE’s environmental and energy missions. This includes:
- Providing legal advice and assistance to Department management and staff on the implementation, administration, and enforcement of District and federal environmental and energy laws, regulations, and programs. Drafting and/or conducting a legal review of a variety of documents, including proposed legislation, regulations, policies, guidance, grants, contracts, memoranda of understanding or agreement, permits and licenses, correspondence, and enforcement-related documents. Provide legal advice and assistance on general law issues, including personnel and civil rights law, ethics, administrative laws such as the Freedom of Information Act (FOIA), and appropriations and budget matters to support management in the operation and administration of the Department.
- Preparing cases and representing the Department in administrative forums and courts, including the District’s Office of Administrative Hearings; and working with attorneys in the District’s Office of the Attorney General on litigation matters and other matters related to agency operations.
Job Requirements:
- Must possess an LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment. Must have at least one (1) year of Post J.D. professional legal experience.
- The candidate must be a current member of the District of Columbia Bar in good standing or be eligible to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.
- Work is performed in an office setting. Part-time telework is available.
