Job Description:

This position is located in the Department of Homeland Security, United States Coast Guard, Surface Forces Logistics Center, Industrial Operations Division, Norfolk, VA.

Job Responsibilities:

  • Provides technical advice, assistance and specialized equipment support regarding the utilization, reparability and disposition of equipment.
  • Investigates reports of abnormal usage of material and recommends corrective measures.
  • Manages preventative maintenance program for Industrial Programs.
  • Develops material lists from manufacturers’ catalogs, drawings, manuals, and retail outlets.
  • Develops project estimates from brief statements of work requirements from engineering drawings, sketches, samples, or on-site inspections.
  • Prepares, revises, or reviews purchase description standards or specifications that form a part of contracts for repair work or new procurement.
  • Prepares detailed, technical estimates of labor and material costs required in modification and/or overhaul of equipment; costs in manpower; and related costs such as sub-contract, commercial contract, etc., to finalize over-all project cost.
  • Tracks cost at each site and on specific equipment to effectively distribute maintenance funding to field units.

Job Requirements:

Candidates must have at least 1 full year of experience equivalent to at least the GS-9 level in the Federal service performing work involved in developing or revising equipment maintenance programs and the determination of quantitative allowance requirements of field support; and/or applying an intensive knowledge of the characteristics, properties, and uses of shipboard equipment. This experience may have been gained by working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator dealing with manufacture, utilization, repair, or operation of equipment; reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; applying various calculation techniques used in the provisioning process to determine the range and depth of item selection with complex equipment and systems; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair or production operations to determine methods of improvement. Candidates may also meet the qualification requirements of the position through completion of a Ph.D., or at least 3 years of graduate-level education towards such a degree, in engineering or technology. COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.
