Job Description:
The City of Oceanside is accepting applications for a Professional Assistant position with the Parking Enforcement Division of the Public Works Department. This position is temporary and may be scheduled to work for the summer season only. This is an hourly, extra-help position which does not include leave or medical benefits, and will not exceed 999 hours in a fiscal year.
Prospective employees will undergo, and must successfully pass, a police background investigation which may include a psychological evaluation, polygraph examination, and a medical examination which may include a drug screen.
Job Responsibilities:
- Specific duties may include, but are not limited to:
- patrol assigned areas to enforce parking regulations;
- respond to citizens’ complaints concerning abandoned or public nuisance vehicles;
- issue citations for a variety of parking violations;
- follow street sweeper and cite vehicles blocking its route in posted areas;
- measure and record new streets for posting signs;
- place identifying marks on parking vehicles and check later to determine if vehicle has parked beyond the legal time limit;
- collect money from meters;
- make minor repairs to parking meters;
- service ticket and money-changer machines;
- locate vehicles suspected of being abandoned or creating a public nuisance and identify registered and legal owners;
- arrange for towing of vehicles;
- use radio to communicate with other staff;
- make court appearances;
- work with police and other city departments;
- maintain effective public relations with merchants and the general public;
- give directions and information to the public; and perform general clerical work.
Job Requirements:
- Operational characteristics of parking enforcement equipment and tools.
- Principles and techniques of customer service and public relations.
- Occupational hazards and standard safety practices.
- Establish and maintain effective working relationships with other employees, City officials, outside agencies, and the general public.
- Communicate effectively both verbally and in writing.
- Respond to requests and inquiries from the general public.
- Maintain courtesy and tact in stressful or emergency situations.
- Learn standard operational procedures and traffic codes.
- Learn to use and operate motorized vehicles and equipment relative to parking enforcement.
- Learn to service and repair meters, pay parking machines and change machines.
- Learn to interpret, explain and enforce parking regulations, laws and ordinances.
- Learn City geography and landmark locations.
- Learn pertinent local laws, codes and regulations.
- Learn to conduct complex investigations and researches.
- Prepare clear and concise reports.
- Maintain accurate records and files.
- Work independently in the absence of supervision.
- Understand and follow oral and written instructions.
