Job Description:

Under the direction of the Staff Services Manager II, the Associate Governmental Program Analyst (AGPA) independently performs analytical duties relating to cash management monitoring processes. The AGPA also provides technical assistance to local educational agencies (LEA) regarding the reporting of unspent federal fund cash balances.

Job Responsibilities:

  • Verify cash balances through a “desk review” process, including requesting fiscal information to support reported amounts. This desk review process includes analyzing data and drawing conclusions regarding the accuracy and appropriateness of LEAs’ federal interest calculation methodologies and cash balances.
  • In conjunction with the Department’s cash management monitoring processes, work with LEA fiscal staff in verifying the amounts reported on quarterly cash balance reports.
  • Provide technical assistance, as needed, to LEA fiscal staff on the cash balance reporting requirements and quarterly interest calculation methodologies and remittance requirements.
  • Identify and follow-up with LEAs that have not reported interest earned on federal advances.
  • Communicate significant reporting discrepancies to the School Fiscal Services Division for consideration in determining future funding disbursements. Work with the Fiscal and Administrative Services Division in determining proper federal interest remittances by the LEAs and to investigate non-compliance of federal interest requirements.
  • Work with and participate in scheduled meetings with management and fiscal monitoring unit reviewers to keep staff apprised of projects and potential problems, making recommendations as necessary.
  • Assume back up responsibilities for the administrative support analysts; and other job-related duties as
    assigned.
