Job Description:

The duty station is negotiable but must be one that is within the Midcontinent Region. If the agreed upon location results in the relocation of the selectee, the travel, transportation, and relocation expenses will not be paid. Midcontinent Region includes: Illinois, Indiana, Michigan, Minnesota, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin, Kansas, Montana., Wyoming, Kentucky

Job Responsibilities:

  • Analyzes the Great Lakes Program for efficiency, effectiveness, and productivity, includes assessing and evaluating systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Designs and implements new methods for completing internal and external requests to respond to requests for information from Federal Partners, OMB, and Congress.
  • Designs, develops, and implements methods to track programmatic activities including identifying, collecting and managing data to develop long-range Great Lakes program plans and goals, and tracks objectives and milestones
  • Conducts the Great Lakes Program operations in conformity with comprehensive policies and procedures established by USGS, DOI, EPA (Great Lakes Restoration Initiative (GLRI) specific) and OMB to ensure the integration and coordination of the accounting, budgeting, performance, financial management reporting (adhering to EPA (for the GLRI) and USGS Financial Operating Procedures), FBMS, BASIS+ and project management-related activities.
  • Provides expertise for USGS-Great Lakes Program and GLRI policy, planning and monitoring for compliance with legislative and executive requirements for administering and allocating reimbursable funding for the GLRI interagency agreements.
  • Interfaces with senior staff in the Regions, Administration, Mission areas as well as senior staff for our partners including other Bureaus, Departments, States and tribal entities to ensure that matters and projects assigned receive the full depth of review and coordination essential to meet the Great Lakes Program’s goals and objectives.
